This is the luxurious Gap Office Chair by high-end European designer/manufacturer Artifor, with beautifully upholstered in a blue fabric.
These chairs sell for approx. $1450 new, and I have a few of these chairs available in excellent condition for $175 each (cash).
These chairs were used briefly in an office setting, and are in really nice condition.
